Who is ICT Authority?
ICT Authority is a State Corporation under the Ministry of ICT, Innovation & Youth Affairs.
When was ICT Authority established?
ICTA was established under Legal Notice 183 in August 2013, through the merger of three entities: the Government IT Services department (GITS), the Directorate of e-Government (DeG), and the Kenya ICT Board (KICTB).

What is the mandate and functions of the ICT Authority?
The Authority sets and enforces ICT standards, facilitates e-Government services, promotes ICT literacy and capacity, establishes secure national ICT infrastructure, and supervises critical ICT projects.
Infrastructure Department
How is the ICT Infrastructure Department structured?
The department has two key functions: Network Connectivity, and the Network Operation Centre & Cloud Data Centre.
What does the Infrastructure Department do?
It sets and enforces ICT infrastructure standards, facilitates ICT design and implementation, establishes secure infrastructure, and supervises critical ICT projects.
What does the Network Operation Centre (NOC) do?
The NOC manages infrastructure by booking and managing client tickets until resolution, including device configuration and network health monitoring. Contact 0206676999 or helpdesk@icta.go.ke.
What is the role of the Data Centre / Cloud Infrastructure?
The data centre and cloud are critical ICT infrastructure that ensure e-Government service continuity. Government has developed a tier-2 Government Data Centre, with disaster recovery at the Konza Data Centre.
Applications Department
What does the Applications Department do?
It designs citizen-centred e-services and integrated systems for efficient service delivery, providing one-stop-shop platforms for government services to citizens and businesses through website management.
Project Management Office
What are the functions and roles of the Project Management Office?
The PMO facilitates and regulates the design, implementation and use of ICTs in the public service, managing projects such as the Digital Literacy Programme, the National Optic Fibre Backbone, and the East Africa Regional Transport project.
What does the department do to implement the Digital Literacy Programme (DLP)?
It supplies and installs devices to learners and teachers, collaborates on educational content, ensures school connectivity, trains teachers on ICT integration, and coordinates safety and broadband access.
Standards Department
What is the role of the Department of Standards Compliance & Enforcement?
It sets and enforces ICT standards guidelines for human resources, infrastructure, processes and technology, to ensure a coherent, secure, efficient and flexible ICT environment across government.
ICT Capacity Department
What does the ICT Capacity Department do?
It facilitates ICT literacy for citizens and implements the Presidential Digital Talent Programme, equipping graduates with hands-on ICT skills over 12 months with mentorship.
Information Security Department
What is the Information Security Department in ICT Authority?
It develops security policies and standards, implements incident-reporting systems, enforces guidelines, promotes awareness, conducts research, provides education, assesses risks, monitors threats and analyses the cybersecurity position of government.
Innovation & Incubation Department
What does the Innovation & Incubation Department do?
It receives ICT innovation ideas from across Kenya, evaluates them for viability, and assesses the potential of innovations to scale.
Who can bring innovations to the Authority?
Every Kenyan can apply or bring their ICT innovations to the Authority. The department provides technical assistance, market linkages and expertise.
What kind of support does the Innovation & Incubation Department offer?
It facilitates access to legal guidance, research institutions, investors and hubs through partners and subject-matter experts, and connects viable innovations to government for adoption.
